Third Special Session Agenda Expanded

Governor Abbott adds 2 More Items to the Agenda:

PROPERTY TAX RELIEF: Legislation providing additional property-tax relief for Texans.

COMMUNITY SAFETY: Legislation proposing a constitutional amendment to further protect the safety of the community, law enforcement, and victims, from accused criminals who may be released on bail, including by giving magistrates the discretion to deny bail under some circumstances to people accused of certain violent, sexual, or trafficking offenses.

These are added to the 5 original items:

REDISTRICTING: Legislation relating to the apportionment of the State of Texas into districts used to elect members of the Texas House of Representatives, the Texas Senate, the State Board of Education, and the United States House of Representatives.

FEDERAL RELIEF APPROPRIATIONS:   Legislation providing appropriations from unappropriated available revenues for COVID-19-related healthcare expenses, such as those listed below, taking into consideration the approximately $10.5 billion in funds received by local governments intended to be used on  COVID-19 from the American Rescue Plan Act of 2021(ARPA), Pub. L. No. 117-2:

  • healthcare staffing needs, including physicians, nurses, and other medical professionals;
  • establishing, staffing, and operating alternative care sites;
  • supporting the operations of nursing homes, state-supported living centers, assisted living facilities, and long-term care facilities;
  • vaccine administration;
  • testing sites;
  • supplies and equipment, such as personal protective equipment (PPE) and ventilators; and standing up and operating infusion centers.

YOUTH SPORTS: Legislation identical to Senate Bill 29 as passed by the Texas Senate in the 87th Legislature, Regular Session, disallowing a student from competing in University Interscholastic League athletic competitions designated for the sex opposite to the student’s sex at birth.

VACCINE MANDATES: Legislation regarding whether any state or local governmental entities in Texas can mandate that an individual receive a COVID-19 vaccine and, if so, what exemptions should apply to such mandate.

UNLAWFUL RESTRAINT OF A DOG: Legislation similar to Senate Bill 474 as passed by the 87th Legislature, Regular Session, but that addresses the concerns expressed in the governor’s veto statement.

Grassroots Gold: Last Week at the Capitol
Monday, September 20th: Capitol Collaboration!

Grassroots Gold was blessed to be invited to join with Concerned Women for America, Texas Eagle Forum, Texas Values and other grassroots advocates on the opening day of Special Session #3! We all collaborated in support of Representative Valoree Swanson's House Bill 10, "Save Women's Sports.

 

The music, food, and speakers were excellent. The posters, planning, and prayers were perfect. The prayers were very inspirational. Everyone that participated felt truly blessed.

After watching the short house session from the gallery, and a quick lunch, the grassroots advocates split into 14 groups and walked the halls, visiting all 181 legislative offices!

All the House members got the message that legislation to protect female athletes is expected.

 

Many thanks to Ann Hettinger, Cindi Castilla, Kathleen Wall, Jonathan Covey, Julie Pickren and all the great grassroots at the Capitol for this collaboration!

Texans for Vaccine Choice also had a great turnout to walk halls on Monday, and make their presence known.

 

The Capitol was buzzing on opening day of Session #3.

Wednesday, September 22: Grassroots Gold at the Capitol

Grassroots Gold Legislative Strategist Wes Whisenhunt visited the Capitol on Wednesday the 22nd.

Though few offices were open, the ones that were gave their undivided attention. Every day at the Capitol is valuable!

Wes visited with Representative Steve Toth immediately after he returned from Del Rio, and discussed ideas on how to address the crisis on the border.

Thursday, September 23: Grassroots Gold at the Capitol

Grassroots Gold Legislative Strategist Wes Whisenhunt visited the Capitol on Thursday the 23rd.

Wes attended the Homeland Security & Public Safety committee hearing. Witness participation was invitation only, and included riveting eye witness testimony from Sheriffs who work the Rio Grande Valley on the border.

After the hearing, many committee members stayed to speak with concerned citizens. Wes visited with Representative James White to discuss ideas on how to address the crisis on the border.

On April 23, the great Robert Woodson delivered the inaugural lecture in Hillsdale’s Christ Chapel Drummond Lecture Series. His topic was “Conservatism and Race: A Positive Path Forward.”

A veteran of the civil rights movement, Woodson embraces what he calls “radical pragmatism” as the best way to improve the lives of “the least of God’s children.” His work at the Woodson Center seeks to ennoble and inspire the downtrodden rather than condescend to and coddle them. As my colleague David Whalen noted, “for decades, while public figures pose and wrangle about the poor and racial injustice, Robert Woodson has transformed the lives of many thousands. He does so because he understands responsibility, authentic human dignity, and the freedom through which people actually flourish. Where others just talk, Woodson has achieved near miracles.”

In recognition of his long and good service for America, Woodson was awarded Hillsdale’s Freedom Leadership Award.
